2:14 by nature do what the law requires. No one can be justified on the basis of personal righteousness, but the universal presence of moral standards (although in various degrees of clarity), and the common sense of obligation to such standards, indicate a universal moral constitution and sense of accountability to God. This is evidenced by the fact that “their conscience also bears witness” (v. 15). See “Conscience and the Law” at 1 Sam. 24:5.
