25:11 I appeal to Caesar. Fearing that Festus was going to grant the Jews their request, Paul exercised his right as a Roman citizen to be tried before Caesar (Nero) in Rome. At this time Nero was under the benevolent influence of the Stoic philosopher Seneca, and had not yet shown his hostility to Christianity. Paul could hope to be acquitted by Nero.
