23:26 governor Felix. Felix was a former slave, and as a freedman had ascended to an influential position in the Roman government. In a.d. 52, the emperor Claudius sent him as governor to Caesarea. Felix was addressed as “most excellent Felix” (24:2) during his eight-year administration. The Roman historian Tacitus said that Felix “occupied the office of a king while having the mind of a slave, saturated with cruelty and lust” (History 5.9).
