2:8–11 The list of people from fifteen nations starts with the east (“Parthians and Medes and Elamites and residents of Mesopotamia,” where Jews had been taken captive to Assyria and Babylon). The list proceeds west to Judea, and then north to Asia Minor (Cappadocia, Pontus, Asia, Phrygia, and Pamphylia), from there to North Africa (Egypt, parts of Libya near Cyrene), then to Rome. Finally the list includes two widely separated places, Crete and Arabia.
