15:19 Pul. The Babylonian throne name of the Assyrian king Tiglath-pileser III (745–727 b.c.; cf. 1 Chr. 5:26). The Assyrian Empire was growing stronger. The annals of Tiglath-pileser III claim that he received tribute from a number of western kings, including Menahem of Samaria.

thousand talents of silver. This sum is consistent with the tribute demanded by other kings during this period.

confirm his hold on the royal power. Ironically, Menahem uses his vassal relationship with the dreaded Assyrians to consolidate his own rule over Israel. This willing subservience to the Assyrians is decried by the prophet Hosea (Hos. 5:13, 14).
