3:1–13 Paul now turns to the subject of leadership in the church. He discusses first overseers (vv. 1–7; text notes, v. 1), then deacons (vv. 8–10, 12, 13, with a digression on women in v. 11). Paul’s focus on the personal qualities of those who would serve in these positions, rather than their duties, indicates his concern to install the right people, perhaps because some of the false teachers have come from, or are seeking, positions of leadership.
