6 Then Aaron shall offer the bullock for his sin offering, (A)and make an atonement for himself, and for his house.
7 And he shall take the two he goats, and present them before the Lord at the door of the Tabernacle of the Congregation.
8 Then Aaron shall cast lots over the two he goats: one lot for the Lord, and the other for the [a]Scapegoat.

- Leviticus 16:8 In Hebrew it is called Azazel, which some say, is a mountain near Sinai, whither this goat was sent, but rather it is called the Scapegoat, because it was not offered, but sent into the desert, as verse 11.
