9 and he shall sprinkle of the blood of the sin upon the side of the altar; and the rest of the blood shall be wrung out at the bottom of the altar; it is sin.
10 And he shall offer the second for a burnt offering, according to the ordinance; and thus shall the priest reconcile him for his sin in which he has sinned, and he shall have forgiveness.
11 But if he is not able to bring two turtledoves or two young pigeons, then he that sinned shall bring for his offering the tenth part of an ephah of fine flour for his sin; he shall put no oil upon it, neither shall he put any frankincense thereon, for it is sin.

New International Version
9 and is to splash(A) some of the blood of the sin offering against the side of the altar;(B) the rest of the blood must be drained out at the base of the altar.(C) It is a sin offering. 10 The priest shall then offer the other as a burnt offering in the prescribed way(D) and make atonement(E) for them for the sin they have committed, and they will be forgiven.(F)
11 “‘If, however, they cannot afford(G) two doves or two young pigeons,(H) they are to bring as an offering for their sin a tenth of an ephah[a](I) of the finest flour(J) for a sin offering. They must not put olive oil or incense on it, because it is a sin offering.
